Michael Plank has it all. He's a rich and powerful businessman, who is also the Police Commissioner, the President of the Police Board.
Up to now he seems to be a nice guy, who really wants to help improve relations between the politicians and the police.
He supports the plans of Captain Jessica Cortez for police reform.

In S1E13 "Fences" he saw Hondo and her together and warned her that this would be considered unethical and undermine any support for her plans to reform the police, and her career could take a hit too. So, she broke off her relationship with Hondo.

Is he really that nice or is there more to it than that?
