I think this is a "Can't win for losing" situation. Someone as apparently well placed as Varga seldom take a fall. They know too much. So they usually end up dead in a ditch somewhere or simply vanish one day. My assumption was he walked out of the DHS but later was killed by the organization; even if he indeed founded it.
