It has not been given an episode number by the BBC though. If you click into a regular episode from a previous season, you'll see that the BBC states "Episode 1 of 11" etc. Effectively making the "At Christmas" episodes "Episode 0". If TMDB list the "At Christmas" episode as Season 18 Episode 1, then the following episodes will all be numbered incorrectly.
Also, there are other shows which have more than one "Episode 0". TMDB obviously couldn't list more than one episode with the same Season and Episode number. The only option is to therefore list them in the Specials season.
