I've added thousands of images to this website and I don't remember having to wait for moderation approval. Today I uploaded a poster for a movie and it is now pending moderation.

Is this something new? Or did I get downgraded?

There is a relatively new filter that checks images and sometimes incorrectly flags them. You can read about it and and you can post links to the entries in which you uploaded images that you think should be approved here: https://www.themoviedb.org/talk/670cbb6f4df59a608c63849e?page=1

PS: Also where can I apply to be a moderator?

Afaik you cannot apply. They choose to add new moderators at their own discretion based on a need for more mods and based on the edits of the users they come across.
