Considering that Trending uses a short, narrow window to identify new things, I find it difficult for these new things to have a high vote or reviews.
But let's wait for admin Travis Bell.
Maybe he has some solution.

Trending is all about surfacing the content that isn't established enough to have rating but is popular at this moment. This is usually newly released content. As such this content doesn't have ratings yet.

If you want to track more established content, use the popularity value. That takes ratings into account.
