No, you can't add it yourself.
You must inform here which are the Certifications in your country.
In English. The translation for your language should be placed on the Locale translations website, after it is implemented in TMDb.

I did not understand your question.
If the list of French Certifications is already available, just select the correct Certification.
For example this movie is without the French Certification

If I'm getting it right, there was a time in the past when the code for this certification was U.
And now it's been changed to Tous Publics.
Therefore it must be updated.

And it looks like the pictograms are only used in Television.
There are no official pictograms in other media.
Maybe it's better to adopt TP for tous public.
In the TMDb interface here we see a short text for this type of information,

Implementing new certifications for countries is not considered a priority by Administrator Travis Bell.
Also because you can add your country's certification directly in text, without needing a Dropdow list.

The To-Do item list is already quite extensive.
I can only find the certification ticket from 2 countries.
