What constitutes the "Foreign" genre tag?

Noticing some films that are English in its entirety are getting foreign tags stuck on them (28 Days Collection, Exam, for instance).
Wondering why... is it merely due to their production locale?

i feel the same when i see the 'foreign' genre in my movies
seems some people put a foreign genre when a movie is not from the USA.

all discussions closed and foreign genre is still in use !!!
