Overview
The action takes place in the fictional Japan of the year 2030, where the members of the special unit "Section 9" are entrusted with solving various cases of crime, espionage and terrorism. This also includes the case of the "Laughing Man", which caused a stir some time ago, but was never cleared up by the responsible police department. In the course of their own investigation, Section 9 members discover that the Laughing Man case is far more complex than it first appears.

本作品是以電視版「攻殼機動隊 STAND ALONE COMPLEX」之故事骨幹「笑臉男」事件為中心，由 Production I.G. 原製作團隊出馬重新編輯製作，以過去相當受影迷歡迎的熱血刑警故事風格，完美搭配懸疑推理、緊湊劇情與刺激的戰鬥場面，堪稱是一部經典的警匪 SF 戲劇。
2024年發生了「瀨良野基因科技公司」亞涅斯特‧瀨良野社長遭綁架事件，但經過六年後卻仍無法破案。某日，公安九課的德古沙街道正在追查「笑臉男事件」的山口刑警來電，對方希望德古沙能馬上與他見面，不料電話掛上不久後，關鍵人物山口就突然因車禍而身亡。數日後，在警方說明警務人員違法使用「攔截者」進行情蒐事件的記者會中，「笑臉男」突然做出了犯罪預告。消失多年的超級駭客「笑臉男」即將再度現身！
本作品是以電視版「攻殼機動隊 SAC 2nd GIG」全26話的故事軸心「個別的11人」事件為中心，與「攻殼機動隊 SAC The Laughing Man」採用不同的剪輯風格，以九課為中心重新架構電視版的劇情。同時加強動作場面的濃度，充滿節奏緊湊、刺激的場面，創作出這部完全不讓人感覺到有161分鐘之長的濃密內容。 2030年，笑臉男事件解決後經過了半年...公安九課正為了徹底重建而展開活動。某天晚上，自稱「個別的11人」的恐怖組織闖入了中國大使館並挾持人質，他們的要求是即刻廢除接納亞洲招慰難名，以及完全封鎖招慰難民的居住區。
西元2034年，草薙離開公安九課後已經過了兩年。公安九課改由德谷沙率領重新出發，同時擴編了許多新成員。他們發現近日接連發生的一連串離奇事件，是由一名叫「魁儡師」的超重量級駭客在背後指使。另一方面，從不同方向追查線索的巴特，偶然地與草薙重逢，但草薙只留「不要靠近 Solid State」這句神秘話語後便匆匆離去。留在現場的巴特，此時開始懷疑「魁儡師」或許就是草薙......。「Solid State Society」又是什麼意思！？
